Transport / Traffic Specialist Opportunity – Remote (Lusaka)

EM Associates is seeking a qualified professional for one of the leading transport traffic specialist jobs in Lusaka. This consultancy role supports the African Development Bank (AfDB) funded Road Infrastructure Improvement Programme, a four-year initiative focused on enhancing regional connectivity, lowering transport costs, and driving socio-economic growth across the region.

About the Transport Traffic Specialist Role

The successful candidate will play a pivotal role in traffic data collection, analysis, and reporting to inform the programme’s baseline, mid-term, and final evaluations. This position requires expertise in designing and executing traffic surveys, analyzing complex data sets, and producing technical reports that influence transport planning and policy recommendations.

Key Responsibilities for Transport Traffic Specialist Jobs in Lusaka

• Design and conduct traffic surveys to evaluate critical indicators such as travel time and transport costs.
• Perform traffic counts, vehicle operating cost analyses, and origin-destination studies.
• Utilize statistical and modeling tools to assess the impact of road improvements on mobility and transport efficiency.
• Prepare comprehensive technical reports summarizing traffic data for inclusion in evaluation documents.
• Support the Team Leader by supervising team members and coordinating fieldwork activities.
• Contribute to traffic forecasting and provide recommendations for future transportation planning.

Qualifications and Experience

• Education: Bachelor’s degree in Urban or Regional Planning, Engineering, Statistics, Mathematics, Geography, Economics, or a related discipline.
• Professional Experience: At least 10 years of relevant experience, including a minimum of 8 years in roles equivalent to Transportation Planner or Transport/Traffic Specialist.
• Proven track record managing urban and rural transportation projects, including monitoring and evaluation, traffic projections, and survey data analysis.
• Experience with road infrastructure projects in Sub-Saharan Africa is advantageous.
• Technical Skills: Proficiency in traffic analysis software and data analysis tools.
• Strong analytical capabilities with the ability to interpret complex datasets.
• Excellent communication skills, both written and verbal, in English.
• Registration with a recognised professional body is required.
