About the Role: Team Leader Transport Economist Jobs Lusaka
The successful candidate will lead the Monitoring and Evaluation (M&E) consultancy, providing technical leadership and managing a team of experts to ensure the delivery of all M&E activities. These include baseline data collection, mid-term evaluations, and final impact assessments. This position demands a strategic approach to results-based management and close collaboration with the Roads Department and AfDB stakeholders.
Key Responsibilities
- Lead the design and implementation of the M&E framework, including survey plans and methodologies for project evaluations.
- Oversee the collection of baseline data for outcome and impact indicators.
- Direct the development and operationalisation of a digital M&E system to streamline data management.
- Supervise bi-annual surveys on transport costs and travel time, as well as annual trade volume surveys.
- Lead the preparation of the Mid-Term Evaluation and Final Impact Assessment reports.
- Provide expert guidance on results-based management and impact evaluation methodologies.
- Act as the primary liaison with the Executing Agency (Roads Department) and the African Development Bank.
Qualifications and Experience
- Academic: Master’s Degree in Transportation Engineering, Transport Economics, Social and Development Studies, or a related discipline.
- Professional Experience: Minimum 10 years in Monitoring & Evaluation of large infrastructure projects, with at least 8 years designing and implementing M&E systems.
- Proven track record in at least three similar assignments over the past decade, including two in a Team Leader role.
- Expertise in results-based management, logical frameworks, and impact evaluation techniques.
- Strong experience in transport or infrastructure projects, preferably within Sub-Saharan Africa.
- Technical Skills: Proficient in socio-economic research, statistical and data analysis software (SPSS, R, Python, Excel), and GIS.
- Excellent communication, facilitation, and report-writing skills in English.
- Registered member of a recognized professional body is required.
