The Centre for Infectious Disease Research in Zambia (CIDRZ) invites qualified professionals to apply for the position of Senior Strategic Information Officer based in Lusaka and Ndola. This role is integral to the U.S. Department of State-funded Controlling HIV Epidemic Program (CHEP), supporting Zambia’s efforts to achieve and sustain HIV epidemic control through innovative data management and strategic information systems.
About the Role: Senior Strategic Information Officer Jobs in Lusaka
Reporting directly to the Strategic Information Manager, the Senior Strategic Information Officer will contribute to the design, implementation, and oversight of strategic information systems that underpin the CHEP project. This position ensures reliable data infrastructure, robust system administration, accurate data analytics, and timely reporting to inform program decisions aligned with national and global HIV targets.
Key Responsibilities
- Develop, implement, and monitor Monitoring & Evaluation (M&E) and Data Management plans to ensure timely execution.
- Design and provide expert guidance on data collection tools, recommending the most effective electronic platforms.
- Extract data from multiple sources, maintaining version control and data integrity over time.
- Participate in software development, systems automation, and maintenance to enhance electronic data systems.
- Create and maintain dashboards featuring clear visualizations of indicators, program performance, and research activities.
- Support performance tracking and routine data reviews to improve program outcomes.
- Collaborate with analysis teams to develop comprehensive data analysis plans.
- Ensure timely, accurate, and complete reporting in accordance with program and donor requirements.
- Engage actively in research initiatives, including publication and development of research concepts.
- Supervise project teams and members of the Strategic Information department as assigned.
- Provide technical assistance and capacity building to both internal teams and external stakeholders.
- Train and mentor staff in M&E, data management, software development, and analytical techniques.
- Contribute to administrative functions and strategic planning within the department.
Qualifications and Experience
- Bachelor’s degree in Computer Science, Epidemiology, Engineering, Statistics, Mathematics, or a related discipline.
- At least 3 years of relevant professional experience in strategic information or data management roles.
- Proficiency in advanced statistical software such as R, STATA, or SAS.
- Advanced Microsoft Excel skills.
- Strong knowledge of software development, systems automation, and data processing workflows, with proficiency in programming languages like Python, Java, or C#.
- Experience managing databases such as MS SQL Server, MySQL, or PostgreSQL, with advanced SQL query writing capabilities.
- Familiarity with PEPFAR Monitoring, Evaluation, and Reporting (MER) frameworks and indicators.
- Experience working with electronic data collection and health information systems such as DHIS2, REDCap, or ODK.
