Pillar Human Resources Consultancy & Recruitment Limited is seeking a dedicated Program Officer – Elections to join our team in Lusaka, Zambia. This role is integral to supporting the implementation and coordination of a disability-inclusive election observation program. The successful candidate will ensure the timely execution of activities, foster effective partner engagement, and deliver precise monitoring and reporting to promote accessible electoral participation for persons with disabilities.

As Program Officer – Elections, you will coordinate daily program operations and support recruitment and deployment of election observers. You will maintain active communication with civil society organizations (CSOs) and Organizations of Persons with Disabilities (OPDs), track political and electoral developments, and contribute to documentation, data collection, and reporting efforts. This position demands a proactive approach to advancing inclusive electoral processes.
Key Responsibilities
- Assist in implementing disability-focused election monitoring and observation, including training and preparing observer materials.
- Support organization of program events such as workshops, conferences, and meetings.
- Monitor political developments relevant to the program.
- Manage the organization’s online platforms for the elections program, including social media outreach and communication.
- Train and supervise interns engaged in the disability thematic election observation team.
- Support recruitment efforts for both short- and long-term election observer positions.
- Contribute to the development of strategic documents, including work plans, reports, and briefings.
- Coordinate daily activities of long-term and election day observers.
- Maintain the election program database.
- Assist with data analysis and prepare weekly reports on observation activities.
Qualifications and Experience
- Bachelor’s degree in Political Science, Development Studies, Public Policy, Law, or a related discipline.
- 3 to 5 years of relevant experience in governance, elections, or civil society programming.
- Proven experience in program implementation and coordination.
- Familiarity with electoral processes and disability inclusion initiatives.
- Basic understanding of monitoring, evaluation, and reporting methodologies.
Skills and Competencies
- Excellent organizational and coordination abilities.
- Strong written and verbal communication skills.
- Capacity to collaborate effectively with diverse stakeholders.
- Basic analytical and reporting proficiency.
- Competence in Microsoft Office and Google Workspace applications.
- Demonstrated integrity, professionalism, and non-partisanship.
Working Conditions
- Position based in Lusaka, Zambia, with occasional travel within the country.
- Flexibility to work extended hours during peak election periods as required.
