Role Overview for Procurement Manager Jobs in Lusaka

Reporting to the Legal & Company Secretary within the Legal Department, the Procurement Manager will serve on the Project Implementation Team to ensure procurement and contract management activities comply with development partner and national regulations. This full-time, fixed-term contract position emphasizes transparency, integrity, and strict adherence to procurement procedures for projects financed by external partners and the government.

Key Responsibilities

  • Assist in preparing and updating the Project Implementation/Procedures Manual consistent with loan agreements and appraisal reports.
  • Participate in all procurement and contract management activities, maintaining the Procurement Tracking System and Annual Procurement Plan.
  • Manage the registry of qualified suppliers and consultants, and prepare procurement documentation including bidding documents, RFPs, and technical specifications.
  • Ensure timely publication of procurement notices, distribution of bidding documents, and respond promptly to bidder inquiries.
  • Organize pre-bid meetings, coordinate bid openings, and assist evaluation committees in drafting evaluation reports.
  • Follow up on bid evaluation reports and no-objection letters from external financiers.
  • Assist in contract drafting, maintain records of signed contracts, and ensure compliance with all procurement and contractual requirements.
  • Lead procurement compliance efforts, risk management, and stakeholder training to uphold audit readiness and regulatory standards.
  • Prepare audit-ready documentation, manage vendor evaluation committees, and oversee purchase order approvals.

Reporting and Collaboration

The Procurement Manager will report directly to the Project Coordinator and collaborate with various project stakeholders. Responsibilities include preparing quarterly and annual progress reports summarizing procurement activities, support services, milestones, and challenges. The role also involves conducting market surveys and ensuring timely correction of accounting records following audits.

Qualifications and Experience

  • Bachelor’s degree in Engineering, Economics, Business Administration, Public Administration, Law, or a related field from a recognized university. A Master’s degree or relevant procurement certification is advantageous.
  • At least eight years of professional experience, with a minimum of five years in procurement for projects funded by the African Development Bank or other multilateral development banks and international financing organizations.
  • Experience in contract administration and public procurement, including knowledge of FIDIC contracts, is preferred.

Skills and Competencies

  • Proficiency in English with excellent communication skills.
  • Strong integrity, flexibility, client orientation, and results-driven approach.
  • Effective advisory and consulting skills to support procurement capacity building.
  • Ability to network and collaborate effectively within teams and with external procurement specialists.
  • Competence in MS Office applications and familiarity with ERP or e-procurement systems such as SAP or Oracle.
