Position Overview for Procurement Agent Manager Jobs in Zambia

We are recruiting for Procurement Agent Manager and Senior Procurement Specialist positions to provide strategic and operational procurement leadership in Zambia. These roles will adhere to MCC Procurement Policy and Guidelines (PPG), international best practices, and donor requirements. The professionals will guide procurement planning, competitive procurement execution, contract administration, capacity building, compliance monitoring, and support to implementing entities throughout the procurement lifecycle.

The positions support procurements under four key projects within the Compact: the Roads and Access Project, Asset Finance Project, Agriculture Policy Reform and Institutional Strengthening Project, and the American Catalyst Facility for Development.

Key Responsibilities

  • Lead procurement activities in line with MCC Procurement Policy and MCA Zambia procurement manual.
  • Develop and implement procurement plans, schedules, and strategies specific to MCA Zambia.
  • Manage competitive procurement processes for goods, works, consulting, and non-consulting services.
  • Review technical specifications and conduct market research to support procurement planning.
  • Prepare and evaluate solicitation documents, bid proposals, evaluation reports, and contract award recommendations.
  • Ensure procurement integrity, transparency, fairness, and full compliance with MCC requirements.
  • Advise stakeholders on procurement strategies, risk mitigation, and best practices.
  • Support contract administration including amendments, performance monitoring, and closeout.
  • Coordinate with government agencies, implementing partners, technical teams, legal advisors, and donors.
  • Monitor procurement performance and prepare regular reports for management review.
  • Provide procurement training and capacity building to local counterparts and project staff.
  • Support procurement audits, compliance assessments, and continuous improvement initiatives.
  • Maintain procurement documentation in accordance with donor and organizational policies.

Qualifications and Experience

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Engineering, Law, Public Administration, Economics, or related fields.
  • 8 to 15 years of progressively responsible procurement experience, depending on the role.
  • Demonstrated experience with MCC, World Bank, regional development banks, or similar donor-funded procurement programs.
  • Strong knowledge of international competitive procurement and contract administration.
  • Experience procuring infrastructure, works, goods, and consulting services.
  • Proficient in bid evaluation and procurement documentation preparation.
  • Familiarity with procurement compliance, audit readiness, and risk management.
  • Excellent English communication skills, both written and verbal.
  • Strong analytical, organizational, and stakeholder management capabilities.
  • Ability to work effectively in multicultural and international environments.

Preferred Qualifications

  • Previous leadership roles such as Procurement Agent Manager, Senior Procurement Specialist, or Procurement Advisor on MCC-funded programs.
  • Experience with large-scale infrastructure or public sector development projects.
  • Knowledge of FIDIC contract frameworks and international contracting mechanisms.
  • Experience collaborating with government ministries, implementing entities, and donor-funded project units.
  • Professional certifications in procurement, supply chain, project, or contract management.
  • Prior work experience in Sub-Saharan Africa is an advantage.
