About NetOne Foundation and the SAMA Programme
The NetOne Foundation leads transformative efforts to improve the livelihoods of over 32,000 young people, including 20,000 women in the informal economy through the AISHA programme, and 12,000 ICT-trained youth via the NALA programme. A key focus is empowering young women, who constitute at least 70% of beneficiaries. The SAMA initiative expands access to inclusive digital markets, entrepreneurship, and dignified employment by enhancing digital skills, financial inclusion, and market access for economically disadvantaged youth.
Informal traders receive practical digital and business training to grow sustainable enterprises, while unemployed ICT-trained youth gain industry-relevant certifications in data science, cybersecurity, artificial intelligence, and cloud computing, increasing their employability and participation in the digital economy.
Role Overview: Monitoring and Evaluation Consultant Jobs in Lusaka
The Monitoring, Evaluation and Learning Officer will design, implement, and manage the Foundation’s MEL framework across all programmes and projects. This position ensures robust monitoring of programme performance through high-quality data collection, analysis, and timely reporting. The role also supports evidence-based decision-making and programme improvement while maintaining compliance with data protection policies and contributing to organizational learning.
Key Responsibilities
- Develop, review, and manage the MEL framework for NetOne Foundation and SAMA projects.
- Monitor and report on programme key performance indicators (KPIs).
- Lead beneficiary data collection, analysis, and reporting across all cohorts.
- Support quarterly and annual programme reporting requirements.
- Coordinate with implementing partners for field-level data collection activities.
- Maintain MEL data systems ensuring data quality, integrity, and security.
- Contribute to programme learning, adaptation, and documentation efforts.
- Ensure adherence to the Foundation’s Data Protection Policy at all times.
Qualifications and Experience
- Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Health, Information Management, or related fields.
- Minimum of 5 years’ experience in monitoring and evaluation within donor-funded development projects or programmes.
- Familiarity with international donor MEL frameworks is an advantage.
- Proficiency in data management tools and MEL software such as KoboToolbox, ODK, DHIS2, or equivalents.
- Strong analytical skills and the ability to produce clear, concise reports in English.
- Experience working in Zambia or Sub-Saharan Africa is preferred.
