About the MEL Officer Role in Katete

The MEL Officer will work under the guidance of the Senior MEL Officer to coordinate data collection, quality assurance, analysis, and reporting. You will maintain data spreadsheets, dashboards, and digital platforms to support learning and research initiatives across Eastern Province programs. This role involves close collaboration with local and global MEL teams, program staff, government stakeholders, and external evaluators to ensure evidence is accurate, timely, and effectively informs program improvements.

Key Responsibilities

• Supervise and coach the MEL Assistant to ensure high-quality data collection, cleaning, and reporting across all projects.
• Maintain and update data dashboards and spreadsheets in accordance with reporting schedules and data standards.
• Develop and deploy digital surveys using platforms such as CommCare and KoboToolbox to enhance data collection efficiency.
• Design and manage Power BI dashboards that provide actionable insights for programmatic and strategic decisions.
• Support the development and upkeep of MEAL frameworks, indicators, and tools aligned with donor and project requirements.
• Analyze qualitative and quantitative data to assess program performance and recommend improvements.
• Conduct internal evaluations (baseline, midline, endline) and document lessons learned for adaptive programming.
• Standardize data cleaning processes and ensure compliance with data security protocols.
• Promote a data-driven culture by integrating MEL practices into planning and review processes.
• Collaborate with PEAS Global MEL team and external evaluators on research and evaluation activities.
• Train staff and field teams on MEL tools, data collection protocols, and analysis techniques.
• Facilitate learning sessions and data review meetings to translate findings into program improvements.
• Produce routine performance and evaluation reports, meeting donor reporting deadlines and requirements.

Essential Qualifications and Experience

• Bachelor’s degree in Monitoring and Evaluation, Statistics, Data Science, Mathematics, Economics, or a related quantitative field. Candidates with degrees in other subjects must hold relevant postgraduate qualifications or professional certificates in MEL, statistics, or data analysis.
• Minimum of 3 years’ experience in a monitoring, evaluation, research, or learning role.
• Proven experience in collecting, cleaning, validating, and managing quantitative and qualitative data with responsibility for data quality.
• Advanced skills in Excel, including formula-based analysis, data cleaning, validation, and management of large datasets.
• Experience analyzing data to answer evaluation questions and translating findings into actionable recommendations.
• Proficiency in developing and maintaining Power BI dashboards with data preparation and visualization.
• Experience using digital data collection tools such as KoboToolbox or CommCare.
• Strong report-writing and data visualization skills, capable of communicating complex findings to non-technical audiences.
• Experience coordinating field-based data collection activities.
• Excellent project management, organizational, and communication skills in English.
• Understanding of safeguarding and ethical research practices.
• Ability to manage recurring reporting deadlines and work independently with minimal supervision.

Desirable Skills and Experience

• Experience working within the education sector.
• Advanced statistical analysis skills using software such as Stata, R, SPSS, or Python.
• Experience contributing to donor reports and working with donor indicator frameworks.
• Experience supporting or conducting research and evaluations alongside external researchers.
• Supervisory experience managing MEL or field teams.
• Familiarity with education stakeholders at school, district, provincial, or national levels in Zambia.
