Key Responsibilities for Legal Officer Jobs in Lusaka

The successful candidate will undertake a broad range of duties including:

  • Compliance and Enforcement: Conduct compliance and debt recovery activities to enhance collections, prepare and execute Time to Pay Agreements, maintain tracking systems, and enforce judgements and agreements.
  • Policy Management: Participate in developing, amending, and reviewing legal, policy, and regulatory frameworks to ensure organizational compliance with legislation and government standards. Maintain policy and risk registers.
  • Contract Management: Assist in negotiating, reviewing, drafting, and facilitating execution of contracts, agreements, and Memoranda of Understanding (MoUs). Maintain a contracts register and ensure proper storage and monitoring of all agreements.
  • Internal Legal Advisory & Support: Stay updated on legal developments, conduct research, and provide timely legal advice on government policies, staff matters, procurement, and conveyancing related to the Authority’s interests.
  • Prosecution: Manage prosecution of non-compliant entities, prepare court documents, and maintain prosecution trackers.
  • Civil Litigation: Research and prepare court documents for civil matters and represent the Authority in litigation.
  • Arbitration: Prepare documentation and represent the Authority in arbitration proceedings.
  • Board & Governance Support: Assist in executing board and governance functions as assigned.

Qualifications and Experience Required

  • Grade 12 School Certificate with 5 Merits including English Language and Mathematics (ZAQA Certified).
  • Bachelor’s degree in Law from a recognized university (ZAQA Certified).
  • Membership in the Law Association of Zambia with a valid Practicing Certificate.
  • 1 to 3 years of post-qualification experience, ideally within an organization of comparable size and legal complexity.
  • Certificate in Advanced Prosecutions or experience in Board and Governance work is an added advantage.

Essential Skills and Competencies

  • Excellent interpersonal and communication skills to effectively convey legal advice.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel) and calendar management.
  • Strong analytical abilities and attention to detail.
  • Demonstrated capability to provide sound legal representation and advice.
  • Ability to collaborate with diverse teams and work effectively at various organizational levels.
  • Exceptional organizational and time management skills with the ability to prioritize tasks efficiently.
