About the Inspector Economic Regulations Jobs in Lusaka

Established under the Civil Aviation Authority Act No. 7 of 2012, the CAA regulates and promotes civil aviation in Zambia. The Inspector Economic Regulations will play a critical role in ensuring compliance with civil aviation regulations, contributing to the development of policies, regulatory frameworks, and enforcement mechanisms that support the sector’s economic integrity and passenger protection.

Key Responsibilities

  • Develop and implement policies, guidelines, and procedures to ensure compliance with legal requirements and industry best practices.
  • Prepare quarterly reports for the Directorate of Aerodrome, Safety and Security on program progress and receive guidance.
  • Implement strategic and operational plans aligned with budgets and departmental objectives.
  • Develop, amend, and enforce regulations, technical standards, and procedures for air transport economic regulation in line with ICAO standards and national policies.
  • Maintain and analyze bilateral air services agreements to promote Zambia’s strategic air transport interests.
  • Issue permits, certificates, and authorizations to domestic and foreign air operators ensuring regulatory compliance.
  • Monitor adherence to passenger rights and assess consumer protection practices among operators.
  • Receive, investigate, and resolve consumer complaints promptly to protect passenger interests.
  • Enforce consumer protection regulations to hold operators accountable and deter non-compliance.
  • Assess service quality including accessibility, timeliness, and passenger care to support regulatory benchmarking.
  • Conduct compliance audits and inspections of airline and airport systems, recommending improvements.
  • Engage with stakeholders, including operators and consumer groups, to enhance regulatory awareness and compliance.
  • Collect and analyze data on consumer feedback and operator performance to support evidence-based decisions.
  • Contribute to staff training plans and maintain training records to support continuous professional development.
  • Implement safety and quality management systems ensuring adherence to legislation and ICAO standards.
  • Monitor and evaluate strategic and operational plans, providing timely interventions as needed.
  • Submit mandatory operational reports to support informed decision-making within the unit and directorate.
  • Manage individual work plans to ensure integration and enhance overall performance.

Qualifications and Competencies

  • Full Grade 12 School Certificate (Full-Form V).
  • Bachelor’s degree in Economics, Statistics, Aviation Law, or a related field.
  • Membership in a relevant professional body is desirable.
  • Strong knowledge of ICAO standards, civil aviation legislation, and regulatory frameworks.
  • Demonstrated integrity, teamwork, innovation, and results-oriented mindset.
  • Excellent risk management skills and a commitment to excellence and vision.
