Role Overview: Health Safety Environmental Officer Jobs in Mwense

The HSE Officer will play a critical role in overseeing the health, safety, and environmental aspects of an ongoing bridge construction project. This contract position requires a proactive individual who can develop and maintain effective HSE management systems, ensuring compliance with Zambian legislation and CCECC’s stringent safety standards. The successful candidate will collaborate closely with project teams, subcontractors, and regulatory authorities to foster a culture of safety and environmental responsibility.

Key Responsibilities

  • Develop, implement, and maintain comprehensive HSE management systems tailored to the bridge construction project.
  • Ensure adherence to Zambian occupational health, safety, and environmental laws, alongside CCECC’s policies and standards.
  • Conduct hazard identification, risk assessments, and routine site safety inspections.
  • Prepare, review, and submit detailed HSE reports, records, and project documentation.
  • Establish and continuously improve HSE procedures, policies, and management systems.
  • Lead safety inductions, toolbox talks, awareness campaigns, and training sessions for employees and subcontractors.
  • Investigate accidents, incidents, and near misses, recommending corrective and preventive actions.
  • Monitor environmental protection efforts and ensure compliance with environmental management plans.
  • Promote a strong safety culture across all project activities.
  • Coordinate emergency preparedness and response initiatives.
  • Work collaboratively with project management, engineers, supervisors, subcontractors, and regulatory bodies to optimize HSE performance.

Qualifications and Experience

The ideal candidate will possess:

  • A Bachelor’s degree or higher in Environmental Engineering, Safety Engineering, Civil Engineering, Environmental Science, Sustainable Development, Sociology (for community relations), or Engineering Management.
  • 3 to 5 years of relevant experience in health, safety, and environment management, specifically within road or bridge construction projects.
  • Experience in large-scale infrastructure or civil engineering projects is advantageous.
  • Strong knowledge of occupational health, safety, and environmental management principles and applicable legislation.
  • Proven ability to write technical reports, prepare HSE documentation, and maintain accurate records.
  • Demonstrated success in developing, implementing, and maintaining HSE management systems and procedures.
  • Excellent analytical, communication, interpersonal, and organizational skills.
  • Ability to identify risks and implement effective mitigation strategies.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
  • Capacity to work efficiently under pressure within a multidisciplinary project environment.
