Role Overview: Health Safety Environment Superintendent

Reporting directly to the Project Manager, the Health Safety and Environment Superintendent will lead the implementation and management of the Mine Health and Safety Management System. The successful candidate will ensure compliance with relevant legislation, company standards, and environmental regulations while fostering a proactive safety culture.

Key Responsibilities

  • Lead the implementation and continuous improvement of the Mine Health and Safety Management System.
  • Ensure compliance with the Mines and Minerals Development Act, Occupational Health and Safety legislation, and KASCCO’s HSE standards.
  • Develop, implement, and monitor HSE policies, procedures, standards, and safe work practices.
  • Conduct regular workplace inspections, audits, and compliance assessments.
  • Facilitate hazard identification, risk assessments (HIRA), and implement control measures.
  • Monitor Critical Risk Management (CRM) and Life Saving Rules adherence.
  • Lead investigations into incidents, accidents, near misses, and dangerous occurrences, ensuring corrective actions are implemented.
  • Oversee contractor HSE performance and compliance.
  • Coordinate emergency preparedness and response planning, including drills.
  • Ensure compliance with environmental regulations and permit conditions.
  • Monitor environmental performance relating to waste management, air and water quality, noise, dust, and rehabilitation activities.
  • Coordinate environmental monitoring programs and reporting.
  • Promote pollution prevention and environmental conservation initiatives.
  • Safely manage hazardous materials storage, transport, and disposal.
  • Liaise with regulatory authorities on environmental compliance.
  • Coordinate occupational health surveillance and industrial hygiene monitoring programs.
  • Promote employee wellness and monitor workplace exposure to occupational hazards.
  • Supervise and mentor HSE Officers, Safety Inspectors, and Environmental Officers.
  • Conduct toolbox talks, safety meetings, and promote a proactive safety culture.
  • Prepare comprehensive HSE reports and maintain statutory registers and records.
  • Coordinate internal and external HSE audits.

Qualifications and Experience

  • Bachelor’s Degree in Occupational Health and Safety or related field.
  • Minimum of 8 years’ experience in Health, Safety, and Environment within the mining industry.
  • At least 3 years’ experience in a supervisory or superintendent-level role.
  • Experience with open-pit mining operations.
  • Proven track record implementing HSE Management Systems.
  • Strong knowledge of incident investigation methodologies and risk management.
  • Familiarity with Zambia’s mining regulations and HSE standards is advantageous.
  • Valid driver’s license required.
