Role Overview – Finance Director
Reporting directly to the Chief Executive Officer, the Finance Director will oversee the organisation’s financial strategy and operational management with a strong focus on compliance and governance of project funding awarded to external partners. This full-time, fixed-term contract role requires stewardship of public and donor funds, ensuring adherence to donor regulations such as those from the African Development Bank (AfDB), local laws, and fiduciary standards.
Key Responsibilities for Finance Director Jobs in Lusaka
- Grant Financial Management & Compliance (40%)
- Manage the full project funding lifecycle including budgeting, award, disbursement, and close-out phases.
- Ensure all expenditures comply with donor rules, cost allocation, and procurement standards.
- Develop and maintain financial monitoring frameworks for contractors, suppliers, service providers, ZESCO Limited, and other project partners.
- Review and approve financial reports and disbursement requests, ensuring compliance before fund transfers.
- Maintain a risk-based compliance calendar to track reporting deadlines and audits.
- Financial Strategy & Stewardship (25%)
- Lead annual budgeting and forecasting for operational and project funding portfolios.
- Provide financial analysis to support funding allocation decisions and indirect cost negotiations.
- Manage cash flow projections to ensure timely payments to project counterparties.
- Prepare and present financial reports to the Board, donors, and audit committees.
- Internal Controls & Audit (20%)
- Design and implement internal controls to prevent fraud, waste, and abuse of funds.
- Serve as the primary liaison for external audits including statutory and donor-specific audits.
- Ensure timely submission of financial reports to stakeholders.
- Investigate and resolve financial irregularities involving project partners.
- Support the CEO with financial tracking of gifts, commitments, and income related to project funding.
- Team Leadership & Systems (15%)
- Lead the finance and project funding team, including Senior Accountant and Monitoring, Evaluation & Disbursement Officer.
- Drive the selection and implementation of project funding management software such as NetSuite, Sage Intacct, or Salesforce financial modules.
- Enhance financial capacity among non-finance staff and project partners.
Qualifications and Experience
- Required:
- Bachelor’s degree in Accounting, Finance, or Business Administration.
- Professional certification such as CPA, ACCA, or CIMA.
- At least 8 years of progressive financial management experience, including 4 years in donor-funded or grant-aided environments.
- Strong knowledge of donor compliance requirements from major donors like AfDB, FCDO, or World Bank.
- Proven ability to conduct pre-award assessments and review financial reports of funding recipients.
- Preferred:
- Master’s degree in Finance, Public Administration, or Nonprofit Management.
- Experience with Uniform Guidance for AfDB project funding.
- Understanding of VAT, tax exemptions, and cost recovery in grant-aiding entities.
- Experience leading financial audits of project funding portfolios.
