Monitoring and Evaluation Officer Jobs in Lusaka – Role Overview

The Monitoring and Evaluation Officer will play a critical role in implementing and overseeing monitoring and evaluation activities aligned with the organization’s strategic plan and M&E framework. This position requires a professional with a strong analytical background and the ability to manage data collection, analysis, and reporting across multiple departments.

Key Responsibilities

• Implement daily monitoring and evaluation activities consistent with the organizational M&E framework.
• Track progress against strategic and departmental work plans using key performance indicators (KPIs).
• Collect, validate, and analyze performance data from all departments.
• Prepare comprehensive monthly, quarterly, and annual performance reports, including evaluations against service charters.
• Develop and maintain real-time dashboards to support management and board decision-making.
• Support programme evaluations, including mid-term and end-term reviews of strategic initiatives.
• Assist departments with target setting, work plan alignment, and capacity building in M&E.
• Coordinate timely and accurate data collection across departments.
• Maintain accurate records of all M&E data, reports, and evaluation findings.

Qualifications and Experience

• Bachelor’s Degree in Economics, Development Studies, Statistics, Public Administration, Monitoring & Evaluation, Business Administration, or a related field.
• Certificate in Monitoring & Evaluation required unless holding a Bachelor’s degree specifically in M&E.
• Minimum of three years post-qualification experience in monitoring and evaluation.

Knowledge and Skills

• In-depth understanding of M&E methodologies such as logical frameworks, indicator development, and data collection methods.
• Proficiency in data analysis and visualization tools including SPSS, Stata, Excel, and Power BI.
• Strong analytical, research, and report-writing capabilities.
• Attention to detail, integrity, and collaborative working style.

Assistant Registration Officer (3 Positions)

These roles involve maintaining registration documents, batching and dispatching documents for electronic entry, and ensuring effective filing and retrieval systems.

• Qualifications: Full Grade 12 Certificate and a Diploma in Business Administration, Law, or relevant field.

• Skills: Strong organizational skills, effective communication in English, tact, diplomacy, and attention to detail.
