About the Role

The Business Development and Resource Mobilisation Lead will oversee and coordinate resource mobilisation, partnership development, compliance, and funding diversification within the Southern Africa (SAF) Cluster. This position is responsible for crafting and implementing a unified business development strategy that integrates various funding streams—including institutional donors, private sector partners, trusts, foundations, social enterprises, and innovative financing mechanisms—aligned with Oxfam’s regional objectives and programme priorities.

Collaborating closely with the Programme and Influencing Lead, the incumbent will translate programme ambitions into viable funding opportunities while maintaining clear separation between programme design and resource mobilisation functions. The role involves leading a dedicated Business Development team, including Coordinators and Compliance staff, to ensure high performance, quality assurance, and effective cross-functional integration across multiple countries.

As a key member of the Cluster Leadership Team, the Business Development and Resource Mobilisation Lead will contribute to strategic governance, risk management, and delivery of the Cluster Strategy. When based within a programme hub, the role also entails acting as Oxfam’s senior representative in-country, fostering strong relationships with government bodies, partners, donors, and coordination platforms to align regional and local priorities.

• Develop and implement a comprehensive cluster-wide business development strategy that supports funding diversification and financial sustainability.
• Lead and manage the Business Development function, ensuring robust pipeline management, quality assurance, and compliance.
• Strengthen Oxfam’s positioning and competitiveness through early engagement with funding opportunities and strategic donor diversification.
• Provide strategic leadership and market intelligence to enhance partnership stewardship and innovative financing approaches.
• Represent Oxfam at high-level engagements with governments, donors, partners, and other stakeholders within the Southern Africa region.
• Collaborate with cross-functional teams to ensure alignment between programme priorities and resource mobilisation efforts.

Qualifications and Experience

• Master’s degree in Development Studies, Business Administration, International Relations, Agricultural Economics, Economics, Public Policy, or related fields.
• At least six years of progressive senior experience in leadership roles encompassing business development, resource mobilisation, donor engagement, strategic partnerships, and grant acquisition.
• Strong communication, analytical, and decision-making skills with proven ability to build credible relationships internally and externally.
• Excellent written and verbal English communication skills, with strong influencing and persuasive abilities.
• High levels of self-awareness, energy, stamina, and flexibility to work innovatively in a dynamic, multi-country environment.
• Demonstrated teamwork and collaboration skills across diverse teams.
• Commitment to Oxfam’s safeguarding policies to ensure the safety of all individuals involved with the organisation.
