EM Associates is currently seeking a highly skilled Monitoring & Evaluation (M&E) / ICT Specialist to join our team remotely from Lusaka. Role Overview: Monitoring and Evaluation ICT Specialist Jobs in Lusaka

The appointed specialist will lead the design, development, and deployment of a comprehensive digital M&E system aligned with the project’s established M&E framework. This position demands expertise in creating automated, user-friendly platforms that enable accurate data capture, rigorous analysis, and effective reporting to support informed decision-making throughout the project lifecycle.

Key Responsibilities

  • Develop and implement a fully functional automated M&E system tailored to the programme’s requirements.
  • Define hardware and software specifications ensuring compatibility and interoperability with existing government systems.
  • Design digital tools including forms, workflows, dashboards, and databases to facilitate efficient data collection and reporting.
  • Integrate Geographic Information Systems (GIS), mobile data collection technologies, and reporting modules into the M&E platform.
  • Produce clear, accessible training manuals for end-users and basic troubleshooting guides for backend support.
  • Conduct training sessions for the Project Implementation Unit (PIU) and Ministry staff on system operation and maintenance.
  • Oversee data quality assurance, secure storage, and comprehensive analysis to maintain data integrity throughout the project.

Qualifications and Experience

  • Academic: Bachelor’s Degree in Sociology, Social Sciences, Development Studies, Economics, Statistics, Mathematics, Project Planning and Management, or a related discipline.
  • Professional Experience: At least 10 years of relevant experience, including a minimum of 8 years focused on M&E design and implementation at the programme level.
  • Proven track record in developing and managing performance monitoring plans and utilizing data to enhance project management.
  • Experience designing and field-testing surveys and other data collection instruments.
  • Hands-on expertise in creating digital M&E systems with capabilities such as database design, dashboard creation, and mobile data collection.
  • Experience with impact evaluations on road infrastructure projects and familiarity with Sub-Saharan African contexts is advantageous.
  • Technical Skills: Strong command of M&E concepts and results-based frameworks, proficiency in statistical software (e.g., SPSS), and advanced data analysis abilities.
  • Excellent technical writing and presentation skills in English; knowledge of the Siswati language is a plus.
  • Must be registered with a recognized professional body.
