Consultant – Human Resource Management & Development Policy
The Local Government Association of Zambia (LGAZ) invites applications for an exciting consultancy opportunity focused on human resource management consultant jobs in Lusaka. This role involves providing expert technical support to design and implement a comprehensive Human Resource Management and Development (HRMD) Policy aligned with national legislation and international standards.
About the Role and Project
This consultancy is part of the Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL) project, a $27.6 million initiative funded primarily by Global Affairs Canada. The project aims to enhance women’s rights and leadership participation in local governance across several countries, including Zambia. LGAZ, in collaboration with the Federation of Canadian Municipalities, implements PMI-WILL locally to foster gender-responsive and inclusive governance.
The HRMD policy will serve as a strategic framework for talent acquisition, staff development, and organizational accountability, supporting LGAZ’s growth in line with its 2026–2030 strategic plan. It will also ensure compliance with Zambian statutory requirements and international decent work principles.
Scope of Work for Human Resource Management Consultant Jobs in Lusaka
The consultant will undertake the following key tasks:
- Conduct an inception briefing with LGAZ leadership to clarify policy vision, priorities, and timelines.
- Review existing administrative documents such as staff contracts, job descriptions, and organizational charts.
- Ensure alignment with the Zambia Employment Code Act, Gender Equity and Equality Act, Persons with Disabilities Act, and relevant International Labour Organization conventions.
- Facilitate stakeholder consultations through key informant interviews and focus group discussions with staff and HR professionals from local government bodies.
- Integrate Gender Equality and Social Inclusion (GESI) principles, addressing the needs of women, men, and persons with disabilities.
- Develop operational HR tools including objective performance review templates and standardized job evaluation forms to support equitable pay systems.
- Draft the comprehensive HRMD policy covering recruitment, retention, and capacity development.
- Lead a validation workshop to present the draft policy and gather feedback from members and staff.
- Finalize the policy incorporating validation inputs and submit a legally compliant, print-ready document with all tools and templates.

Qualifications and Experience
- Bachelor’s degree in Human Resource Management, Public Administration, Business Administration, or related field; advanced degree preferred.
- Valid membership or certification with the Zambia Institute of Human Resources & Management (ZIHRM).
- Minimum of five years’ senior management experience in human resource management.
- Expert knowledge of labour laws, employer relations, performance management, and job evaluation.
- Strong understanding of gender equality and social inclusion frameworks.
