The Program Manager – Elections will provide comprehensive leadership for a disability-inclusive election observation initiative. This position requires designing and implementing program activities, managing partnerships with civil society organizations (CSOs), Organizations of Persons with Disabilities (OPDs), and electoral stakeholders, as well as fulfilling donor reporting and compliance responsibilities. The role demands close collaboration with a diverse team and external partners to ensure the program’s success and impact.
Key Responsibilities
- Serve as the primary contact, providing strategic and operational leadership for the election observation program.
- Develop and maintain partnerships with CSOs, OPDs, and electoral stakeholders to promote disability inclusion.
- Deliver technical assistance and capacity-building support to partners on inclusive election observation methodologies.
- Lead program design, work planning, and budgeting to align with strategic objectives.
- Produce detailed analytical reports on political and electoral developments affecting inclusivity.
- Manage donor reporting, monitoring and evaluation, and foster data-driven learning.
- Oversee program budgets, financial tracking, and ensure compliance with donor requirements.
- Coordinate observer recruitment, deployment, accreditation, and overall logistics.
- Supervise program staff, assistants, and interns, ensuring effective team performance.
- Represent the program in stakeholder meetings and donor engagements to advocate for inclusive electoral practices.
Qualifications and Experience
- University degree in international development, political science, international relations, public policy, law, or a related field.
- At least 5 to 7 years of relevant experience in governance, elections, or civil society programming.
- Proven expertise in program management and partner coordination, especially within inclusive governance or disability inclusion contexts.
- Strong background in monitoring and evaluation, data analysis, and reporting.
- Experience managing budgets and donor-funded projects.
- Familiarity with the Zambian electoral system and political environment.
Skills and Competencies

Working Conditions
