Zengamina Power Limited (ZPL) is a fully integrated private utility serving approximately 4,500 residents since 2007. Operating a 700 kW run-of-river hydropower plant and a medium voltage distribution network spanning 39 km, ZPL is currently undertaking a significant expansion project worth around 5 million USD. This project will hybridize the existing hydro scheme with photovoltaic generation, adding over 3,000 new connections to electrify the entire rural Ikelenge District. ZPL adheres to international standards including IFC Performance Standards and the World Bank Group EHS Guidelines and is part of the Anzana Electric Group.

Role Overview: HSES Superintendent

Reporting directly to the General Manager, the HSES Superintendent will provide strategic leadership and technical oversight of all health, safety, environmental, and social activities across ZPL’s operations, including the hybrid hydro-solar expansion and distribution network. This fixed-term contract role (renewable) is based in Ikelenge, with occasional travel to Mwinilunga, Solwezi, and Lusaka.

The successful candidate will be responsible for designing, implementing, monitoring, and continuously improving the HSES Management System, Environmental and Social Management System (ESMS), and Environmental and Social Management Plan (ESMP). They will be accountable for the welfare of all employees, contractors, and visitors, as well as for managing community and environmental impacts to meet expectations of investors, regulators, and host communities.

Key Responsibilities of the HSES Superintendent

  • Legal and Regulatory Compliance: Maintain full compliance with all HSES licenses, permits, and certifications; manage incident reporting and investigations; liaise with regulatory authorities and chair Health and Safety committees.
  • Organisational Leadership: Advise executive leadership on HSES matters; lead HSES management meetings; line manage HSE Representatives; implement contractor HSES management programs; develop and maintain HSES policies and improvement plans.
  • Occupational Health and Safety: Lead the development and continuous improvement of a Health and Safety Management System aligned with ISO 45001; oversee risk assessments, safe work procedures, permit to work systems, incident investigations, and emergency preparedness.
  • Environmental and Social Management: Lead ESMS and ESMP implementation to manage environmental and social risks; ensure compliance with IFC and World Bank standards; monitor biodiversity, waste, emissions, and community initiatives.
  • Training and Competency: Deliver HSES inductions and training programs; develop a training matrix; mentor staff toward professional HSES qualifications.
  • Community and Stakeholder Engagement: Coordinate engagement with communities, traditional leaders, and local authorities; manage grievance mechanisms; support community development initiatives.
  • Monitoring and Reporting: Conduct regular site inspections; monitor and report HSES KPIs; coordinate audits; submit reports to regulators, lenders, and group HSES functions.
  • Operational Excellence: Champion a strong HSES culture; lead continuous improvement initiatives; support loss prevention efforts.

Qualifications and Experience Required

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline; postgraduate qualification advantageous.
  • Recognised HSE certification such as NEBOSH International General Certificate or higher; Lead/Internal Auditor certifications in ISO 45001 and ISO 14001 preferred.
  • Membership in professional bodies like IOSH, NIOSH, IEMA, Engineering Institution of Zambia (EIZ), or ZEMA accredited roster.
  • Minimum seven years of progressive HSES experience in energy, utilities, mining, construction, or heavy industry, including at least three years in supervisory roles.
  • Strong knowledge of Zambian HSES legislation and international standards, including IFC Performance Standards and World Bank Group EHS Guidelines.
  • Proven experience managing HSES on capital projects, preferably in renewable energy or rural utilities.
  • Demonstrated expertise in community and stakeholder engagement within Zambia or similar contexts.

Skills and Attributes

  • Exceptional leadership and people management skills with the ability to influence executive decisions and motivate field teams.
  • Strong analytical, report writing, and communication skills, capable of conveying complex HSES issues to diverse audiences.
  • Highly organised, resourceful, and able to work independently in a dynamic, rural environment.
  • Proficient in Microsoft Office and HSES management software.
  • Willingness to work flexible hours and respond to emergencies as needed.
  • Zambian driver’s license (Class B manual or Class A preferred).
  • Additional language skills, especially Lunda, are an asset.
