Role Overview for Senior Strategic Information Officer Jobs in Lusaka

Reporting to the Strategic Information Manager, the Senior Strategic Information Officer will be responsible for the design, implementation, and management of strategic information systems that support the CHEP project. This includes overseeing data infrastructure, system administration, analytics, and reporting to ensure data integrity, timely reporting, and effective use of information for program decision-making.

Key Responsibilities

  • Develop and implement Monitoring & Evaluation (M&E) and Data Management plans to meet project timelines.
  • Design and advise on effective data collection tools, selecting appropriate electronic platforms with clear justification.
  • Extract and manage data from various sources, ensuring version control and data accuracy over time.
  • Participate in software development, systems automation, and maintenance to optimize electronic systems.
  • Create dashboards featuring clear visualizations of indicators, program performance, and research activities.
  • Contribute to performance tracking and conduct routine data reviews in collaboration with analysis teams.
  • Ensure timely, accurate, and complete reporting in accordance with program and donor requirements.
  • Engage actively in research activities, including publication and formulation of research ideas.
  • Supervise project teams and Strategic Information department staff as assigned.
  • Provide technical assistance and capacity building to both internal and external stakeholders.
  • Train and mentor staff in M&E, data management, software development, and data analysis.
  • Participate in departmental administrative and strategic planning activities.

Qualifications and Experience

  • Bachelor’s degree in Computer Science, Epidemiology, Engineering, Statistics, Mathematics, or a related discipline.
  • Minimum of three years’ relevant professional experience.
  • Proficiency in at least one advanced statistical software package such as R, STATA, or SAS.
  • Advanced Microsoft Excel skills.
  • Strong knowledge of software development tools, systems automation, and data processing workflows, with proficiency in at least one programming language (e.g., Python, Java, C#).
  • Experience with relational database management systems (MS SQL Server, MySQL, PostgreSQL) and ability to write advanced SQL queries.
  • Familiarity with PEPFAR Monitoring, Evaluation, and Reporting (MER) frameworks and indicators.
  • Experience using electronic data collection and health information systems such as DHIS2, REDCap, or ODK.
