About the HSEQ Manager Role
Reporting directly to the Managing Director, the HSEQ Manager will be responsible for developing, implementing, and monitoring the company’s comprehensive Health, Safety, Environment, and Quality Management System. This position plays a critical role in aligning HSEQ objectives with company goals, while adhering to statutory regulations and industry best practices. The role also involves maximizing the profitability and safety of the transport fleet through regular operational analyses and corrective measures.
Key Responsibilities for HSEQ Manager Jobs in Lusaka
- HSEQ Compliance Management: Ensure all company segments, including Retail, Commercial, Lubes, Transport, and third-party fuel terminal operations, comply with HSEQ requirements.
- Risk Management: Conduct thorough risk assessments across upstream, midstream, and downstream operations, developing effective mitigation strategies.
- Incident Investigation: Lead root cause analysis investigations into incidents and near-misses, documenting findings and ensuring corrective actions are implemented.
- Training & Awareness: Deliver training sessions to foster a strong safety culture throughout the organization.
- Regulatory Liaison: Serve as the primary contact for regulatory bodies, customers, and stakeholders on all HSEQ matters.
- Auditing: Conduct internal and external audits to verify compliance with statutory and industry standards.
- Strategy & Compliance: Develop and maintain an Integrated Management System (IMS) aligned with ISO 9001, 14001, and 45001 standards.
- Emergency Preparedness: Develop emergency response plans, conduct drills, and maintain incident reporting systems tailored to business needs.
Expected Outcomes and Performance Indicators
- Effective emergency response with documented drills and full personnel readiness.
- Elimination of hazardous conditions through proactive hazard identification and control implementation.
- Promotion of a positive safety culture emphasizing learning and near-miss reporting.
- Reduction in incident rates including Lost Injury Frequency Rate (LIFR) and Total Recordable Incident Rate (TRIR).
- Zero environmental incidents through prevention of spills, emissions, and waste mismanagement.
- Full compliance with environmental regulations, achieving successful audit outcomes.
- Implementation of sustainable practices such as energy reduction and waste recycling.
- Successful management of Permit-to-Work systems ensuring safety in high-risk activities.
- Mitigation of legal risks and financial penalties related to accidents or environmental breaches.
- 100% training compliance with mandatory HSE inductions and job-specific safety programs.
- Development of competence frameworks enhancing staff skills in safety, quality, and environmental protocols.
Qualifications and Experience Required
- Bachelor’s degree in Engineering, Health & Safety, Environmental Science, or a related discipline.
- Minimum of 5 years’ experience in HSEQ roles, preferably within the oil & gas or petroleum sector.
- Certified Internal or Lead Auditor for ISO 9001, 14001, and 45001 standards.
- Strong knowledge of environmental regulations, safety codes, and international standards such as API and NFPA.
- Proficiency in HSEQ audit tools, risk management frameworks, and incident investigation techniques.
